This tutorial will teach you how to achieve this effect:
Before | After
1. Open photoshop and choose an image. I chose a picture of Taylor Momsen from here.
2. Duplicate the current layer and set it to Soft Light 32%
3. Create a new raster layer and fill it with #e0b43c and set it to Color Burn 45%
4. Go to Image -> Adjustments -> Color Balance or Ctrl B. Change it to the following settings:
5. And you are done! Here is my final result:

what is a raster layer? as i was told, it was a regular layer opposed to a text layer?

Yes it’s a regular layer. To make a new raster layer, just go to ‘Layer -> Make New Raster Layer’ (or something along those lines)
