This tutorial will teach you how to achieve this effect:

Before | After

1. Open photoshop and choose an image. I chose a picture of Emma Watson from here.

2. Duplicate the current layer and set it to Overlay 57%%

3. Create a new raster layer and fill it with #281b6b and set it to Difference 47%

4. Go to Image -> Adjustments -> Color Balance or Ctrl B. Change it to the following settings:
