This tutorial will teach you how to achieve this effect:

Before | After

1. Open photoshop and choose an image. I chose a picture of Selena Gomez from here.

2. Duplicate the current layer and set it to Soft Light 70%

3. Create a new raster layer and fill it with #36d4d7 and set it to Hard Light 38%

4. Create a new raster layer and fill it with #e0c94b and set it to Pin Light 24%

5. Merge all Layers (Layer -> Merge Visible)

6. Go to Image -> Adjustments -> Curves and change it to the following settings:
RGB
Output: 158, Input: 142
Make a point, Output: 50, Input: 77

Red
Output: 195, Input: 179
Make a point, Output: 54, Input: 85

Green
Output: 195, Input: 183
Make a point, Output: 76, Input: 106

7. Go to Image -> Adjustments -> Color Balance or Ctrl B. Change it to the following settings:

8. Go to Image -> Adjustment -> Channel Mixer and change it to the following settings:

. And you are done! Here is my final result:
