This tutorial will teach you how to achieve this effect:

Before | After

1. Open photoshop and choose an image. I chose a picture of the beach from here.

2. Duplicate the current layer and set it to Overlay 61%

3. Create a new raster layer and fill it with #180a5c and set it to Exclusion 48%

4. Create a new raster layer and fill it with #d0c22b and set it to Pin Light 19%

5. Merge all Layers (Layer -> Merge Visible)

6. Go to Image -> Adjustments -> Color Balance or Ctrl B. Change it to the following settings:

7. Go to Image -> Adjustments -> Curves and change it to the following settings:
RGB
Output: 211, Input: 169
Make a point, Output: 65, Input: 70

And you are done! Here is my final result:
