This tutorial will teach you how to achieve this effect:
Before | After
1. Open photoshop and choose an image. I chose a picture of Lily Cole from here.
2. Duplicate the current layer and set it to Screen 50%
3. Duplicate the duplicated layer and set it to Soft Light 50%
4. Merge all Layers (Layer -> Merge Visible)
5. Go to Image -> Adjustment -> Color Balance or press Ctrl + B. Change it to the following settings:
6. Go to Image -> Adjustments -> Channel Mixer. Change it to the following settings:
And you are done! Here is my final result:
