Scattered Circles Texture

This tutorial will teach you how to make scattered circles texture:
1. Open photoshop and fill the background in black (#000000)
2. Go to Window -> Brushes
3. Choose one of the default round brushes and set the diameter to 30px
4. Now match the settings shown below


5. Make a new raster layer and using the colour #f0ecbc click on the black image a few times. You should see scattered circles. Do this a few times, this is more of a trial and error process.
6. Duplicate the brushes layer and go to Filter -> Blur -> Motion Blur and change it to the following settings:
7. Duplicate the ORIGINAL brushes layer and set it to Overlay 100%. Drag the layer so that the layer is on top of everything.
8. Merge all layers (Layer -> Merge Visible)
9. Go to Image -> Adjustments -> Color Balance or Ctrl + B and change it to the following settings:
And you are done! Here is my final result:

I unfortunately don’t have Paint Shop Pro X2 and have never used it. You should be able to achieve if not the same but similar results with the steps above.
